Politically, it's a pure nonsense designed to make an impression that government cares about people's lives. A sport car driving 20 kmph emits much more pollution than a city compact driving at 50 kmph... If government would care, they would ban cars with excessive engines...

I'm french and as far as I know, this is for all types of vehicles.
The reduction of pollutant emissions is due to lower car consumption and a slow-moving traffic flow that avoids too much acceleration and braking (study). So I don't see why electric cars should be allowed to drive faster.

"I don't see why electric cars should be allowed to drive faster." -> when there is no significant traffic jam, which is most of the time. Also, not applying the reduced speed limit to electric cars could be a way to motivate people to buy electric cars. So I can see argument going both ways.
